My 2 year old boy has a cold is it safe to give him 1/2 the dose of childrens sudifed?

children's cold medication always says do not use if child is under the age of four if i half the dose of a four year olds cold medicine is it safe to give it to my 2 year old son .he weighs 27 lbs box says under 36lbs don't use
